True to TCV's motto, "Others Before Self" the basic philosophy and programmes of TCV revolve around helping others, caring and educating the most vulnerable and needy children especially the new comers from Tibet. Every year, TCV is beset with requests for help in some form or other, particularly for admission into school from the various sections of people in Tibetan settlements.
In the initial years of our refugee life in exile, TCV School did take the parental and educational responsibility of the children. However, now in this improved situation, the time has come that the parent to take the responsibility of their children and the role of the organization is to reach out in strengthening the community. Instead of uprooting the children from their natural parents by giving admission into our Children's Villages, the organization must reach-right at the family level no matter how poor they may be. The sole reason being the importance of believing in the power of institution of natural family in a child's life, his growth and development in a society.
Besides, the children learn lot of ways and beliefs in home and in their respective Tibetan settlements along with the modern education in schools. They play a significant role to impart children the wise old culture, tradition, religion and values that have been passed over for generations. H.H the Dalai Lama repeatedly mentioned in his various discourses on the importance of good and sensible Tibetan settlements that would lead to proper growth and education of our Tibetan children. However, to preserve and promote our unique heritage, Buddhist culture and Tibetan identity, we need to pass on our wise customs, belief and values to the younger generation (children and youths) rather than to keep them safe in scriptures and museums.
The coverage of the program is outlined by the policy of Central Tibetan Administration of Tibetan Government in Exile, India and the following Settlements are put under the support of TCV;
- Southern Region-This covers the largest Tibetan population with over 35000 people, mostly agricultural settlements in the state of Karnataka (Lugsung Samdupling and Dekyi Larso in Bylakuppe, Hunsur Rabgyeling, Kollegal Dhondenling and Mungod Doeguling).
- Northern Region-This covers people in and around Dharamsala especially newly arrived children. Those children who are not of school-going age and living with their parents in different locations, Parents keeping children in their home and sending them as day scholars to TCV Schools
- Ladakh-This covers not only children but also the old people and TCV's role in that remote area has been very prominent since 1976 when TCV established its children's village in Ladakh.
